AGENDA 

1.Chairmans welcome 

2 OPEN FORUM: - To invite visitors, the public, county and district councillors  to address the meeting. Speakers are allowed 3 minutes each.

a) This Parish Council Meeting is an opportunity for the residents of Blankney to raise any matters relating to their parish, a full and well-informed answer to potential questions may be given on the evening of the meeting, it would be prudent if these questions could be communicated to the Parish Clerk in advance, but it is not essential, any matters raised on the evening will be addressed as far as is possible with further information communicated within three days of the meeting. Following the meeting further comments may be submitted to the Parish Clerk John F Money at - (johnfmoney@gmail.com)

b) The Chairman will welcome the invited visitors from both nearby Parish Councils and other organisations, he will give an overview of how Blankney Parish Council as the planning Statutory Consultee proposes to interact with others regarding the proposed pre-planning scoping consultation which may ultimately lead to a planning application for an Anaerobic Digester (AD) to be sited in Blankney Parish on the Old RAF Metheringham airfield.there is an options on the table to move this matter forward. The Chairman will take questions from visitors and delegates from organisations and ask them to introduce themselves prior to speaking for no more than 3mins - 30m in total

The meeting to continue under Standing Orders\

(The Chairman may move the meeting out of formal session to allow members of the public to speak if he deems it necessary)

3. To recieve Apologies for Absence (Local Government Act 1972 Schedule 12 paragraph 40)

4. Minutes of the previous meeting, to be amended and/or approved for accuracy purposes only

5. Declarations of Interest or Dispensations as per The Councils Code of Conduct (any interest that becomes apparent during the meeting may be made at any time)

6 The Chairman to propose a Task and Finish Group be formed to fully explore and scrutinise any planning application associated with the AD plant proposed on the Old RAF Metheringham site; provided it is situated within the parish of Blankney. The Council Chairman will oversee the T & F Group and may invite delegates from the all affected parish councils and other organisations to input information, when the groups deliberations have concluded it will report back to full council with a recommendation for consideration. (Local Government Act 1972)

If the motion is resolved as tabled the Chairman will advise parish council delegates of the recommended.pre-joining conditions necessary to become a delegate of another councils T & F group, as the Clerk has  received from Ms Katrina Evans the CEO of the Lincolnshire Association of Local Councils

The Chairman will move the meeting out of formal session the allow the visitors and members of the public to leave the meeting, should they so wish. 5mins

7. The two Members who attended the NKDC event at Whisby to report verbally report back to council
