Annual Meeting of Blankney Parish Council on Monday 22th May 2023 at approximately 7.15 pm which took place in the Old School Rooms Blankney
Note: This meeting will follow the Annual Parish Meeting. The public may attend this meeting, the Public forum was part of the preceding meeting, there was no public forum.
Draft Minutes of the Meeting
1. Appointment of Chairman and Vice Chairman: it was agreed this item should be adjourned until after at least two more members had been co-opted onto the council.and the Clerk assume the role of Chairman for this meeting.
2. Apologies for Absence: apologies were accepted from Cllr Rob Kendrick the area County Councillor and Cllr Mrs Fran Pembury.
3. Minutes of the previous meeting (already signed and communicated to NKDC): these Minutes were accepted.
4. Declarations of Interest as per The Code of Conduct (any interest that becomes apparent during the meeting may be made at any time). Non recorded. The Clerk reminded Members they had to complete the forms and send them to the Monitoring Officer at NKDC by June 6th 2023.
5. Adoption of Parish Council Policies and Procedures
(i) Standing Orders
(ii) Financial Regulations
(iii) Code of Conduct (The updated NKDC Code of Conduct has been adopted)
(iv) Risk Assessment
(v) Complaints Policy
(vi) Data Protection Policy
(vii) Grants Policy
(viii) Recruitment and Selection Policy
(ix) Equality @ Discrimination Policy
The Clerk had previously invited members to view the above policies on the parish council website. Proposed by Cllr Ian Mair and seconded by Cllr Jason Robb the above Policies were accepted en bloc.
6. Finance: The Clerk said the balance from memory was approx £7,000.00 (in fact it is £7,148.23 see below attachment) with all accounts paid up to the 1st April 2023. He also said the accounts for 2022/23 would be sent to the auditor shortly for her to complete the AGAR form whereupon we will have to have a Extraordinary Meeting to accept the form. Cllr Ian Mair said he hoped it would be before harvest, the Clerk said it should be at the end of June where we should also be able to address co-opting additional Members with four seats available.
7. Correspondence: the Clerk re-confirmed all correspondence is dealt with and significant letters and emails are circulated to Members for action
8. Cemetery: Reported on previously by the Clerk in the Parish Meeting
9. Date of the next meeting: To be confirmed
The meeting concluded at 7.35pm. The Clerk wished all present a safe journey home.
